and Architecture

Engineering and Architecture Education plays a very significant role in the country’s development and in the whole world. At this age of very rapid technological advancement, people in the scientific field do realize the importance of globally competent engineers and architects. Through the activity of engineers and architects, diverse developments occur. This is the reason why the College of Engineering and Architecture continues to grow not only in terms of student enrolment but also in terms of physical improvement and development.

The birth of the College of Engineering at the University of La Salette started in SY 1984-85 with the opening of a five-year Civil Engineering course in the undergraduate level with only 10 students. Within the next two years, the college grew under the Deanship of Engineer Antonio A. Ramos, BSCE, MBA. Division Chief of National Irrigation Administration (Division I) Batal, Santiago, Isabela and was granted recognition by the Commission on Higher Education in SY 1987-1988.

Meanwhile, February 13, 1987 marked the promotion of La Salette College from Level II to Level III Accredited status by both PAASCU and FAAP, an honor that made La Salette College the first Level III accredited school in Region 02. In this same year, despite limited funds, the ULS administrators started the construction of the multi-purpose building named Our Lady of the Miraculous Medal Building which at present houses the College of Engineering and other offices like the Chapel, Library, Audio-Visual Room, Offices of the Deans of Education, Liberal Arts, the Central Supply Room, Demonstration Room, the Model Clinic for the Nursing and Midwifery departments, the Drafting Room, the Hydraulic and Physics Laboratories, the Lawrence Conference Hall, a Dormitory and classrooms.

In the SY 1988-1989 the College of Engineering had its first batch of Civil Engineering graduates where 2 graduates took the Licensure Exam and passed. This year, Engineer Loreto Joaquin took over as Dean and in the following years, many changes and improvements were realized. Engineer Joaquin served as Dean of the College of Engineering up to SY 1994.

In SY 1994 - 1995, Engineer Rodito C. Caranguian, BSCE, BSGE, MBM, MSEE took over the leadership of the College of Engineering. Under his leadership, the Bachelor of Science in Geodetic Engineering course was opened in SY 1994 - 1995 to meet the demand for development and technology in the local community and in the region. Under the new dean, the Civil Engineering Program of the College of Engineering was granted Level I status by the PAASCU (Philippine Accrediting Association of Colleges and Universities) in the SY 1998-1999.

In the following year, SY 1999-2000, the College of Engineering was granted the status of a CENTER OF DEVELOPMENT FOR EXCELLENCE IN ENGINEERING EDUCATION (CODE), R02 by the Commission on Higher Education (CHED) and the Technical Panel for Engineering, Technology and Architecture (TPETA). This year, the college also opened new courses as follows: Bachelor of Science in Computer Engineering, Bachelor Science in Electronics and Communications Engineering and Bachelor of Science in Environmental and Sanitary Engineering.

In SY 2001-2002, the University of La Salette was granted FULL AUTONOMY STATUS by the Commission on Higher Education (CHED); one (1) of the thirty (30) schools nationwide among 1,368 Private Higher Educational Institutions recognized for its enormous contribution in the growth and prominence of tertiary education and consistent committed service extended through quality education, research and extension services.

In SY 2002, the Philippine Accrediting Association of Schools, Colleges and Universities (PAASCU) and Federation of Accrediting Agencies of the Philippines (FAAP) issued the validity of Certificate of Re-Accreditation Level II to the CIVIL ENGINEERING program of the University.

The University celebrated its Golden Jubilee in SY 2002, with a week-long celebration highlighted by the Solemn Investiture and Conferment of the Degree Doctor of Humanities (Honoris Causa) on three (3) Missionaries of Our Lady of La Salette and other activities actively participated in by the college. In this same year, the course Bachelor of Science in Architecture was opened to respond to the clamor of the people in the region.

Today, while consistently producing registered engineers every year and with the growth of enrollment from 10 in the beginning up to 500 plus students at present, the College of Engineering and Architecture, with its workforce of 16 technical faculty members and 20 General Education faculty members, stand with pride in providing quality Engineering and Architecture Education and in serving the youth of Santiago City, Province of Isabela and the entire Cagayan Valley. In pursuit of academic excellence, Christian formation, leadership and service, the College of Engineering and Architecture continues to offer well-rounded education that provides an opportunity for self-realization and actualization. Each one is called to continue to live by heart the message of Our Lady of La Salette for conversion, prayer and zeal and to make her message known to all people.

The College of Engineering and Architecture (CEA) offering a five-year course, aims to:

  1. provide its graduates  a solid foundation and working knowledge of applied mathematics, physics and chemistry together with the cultural subjects in language and social sciences;

  2. foster in its graduates  Christian leadership and equip them with the technical competence and the ethical standards of the engineering professions;

  3. develop in its graduates proper methods of drafting, surveying, computer programming and electronics ;

  4. equip its graduates  with the capability to design and construct quality infrastructure and other public work projects and the capability to develop and construct medium for electronics information processing, transmission and reception; and

  5. develop in its graduates the competence of conducting research-oriented activities relevant to the technical profession they are in

Specifically the College of Engineering and Architecture aims:

  1. To imbue its graduates with the relevant technical know-how to plan, design, construct, manage and maintain:

     1.1 dams, reservoirs and other hydraulic structures and systems;

     1.2 water and waste water disposal;

     1.3 buildings and foundations;

     1.4 other types of civil works used by humans

  2. To develop in its graduates their sense of social  awareness/ consciousness regarding environmental issues and concerns

  3. To instill in the minds and hearts of its graduates their professional, ethical responsibilities following the laws of God and laws of man.

  4. To enhance the technical skills and competencies of its graduates and fully utilize their knowledge of arts, sciences and engineering concepts;
